Announcing the Core Alternative Use of Core Funding Opportunity & 2023 Contract Extension
In response to the challenging circumstances of the COVID-19 pandemic, St. Louis County Children's Service Fund's Board of Directors voted to approve a twelve month extension of the 2020-2022 Core contract (through June 30, 2023), as well as enable currently funded Core partners to propose amendments to their existing contract.
The opportunity for amendments to program services is intended to allow agencies to modify originally-proposed services to better meet community needs that have changed as a result of the COVID-19 public health crisis. All proposed service amendments must still fall within CSF’s service areas as defined by statute. Please be aware that no additional funding will be awarded through this process. If an agency proposes a new program or additional service to an existing program, funding for the program or activity must be redirected from existing funds in the agency’s current Core contract.
Potential amendments to the Core contract may include (and are not limited to) requests such as:
- temporarily modifying or expanding a unit of service definition
- adding an activity in the program from how it was originally defined in the 2020-2022 contract
- redirecting money from existing Core funded program(s) to a newly proposed program to meet a new or emerging need from the COVID-19 pandemic
- change details of the program as listed in the original Core contract (projections, outcomes, site locations, etc.)
CSF’s August 2020 Telehealth Expansion Policy will remain in effect throughout the current Core funding cycle’s extended end date of June 30, 2023. Requests to continue telehealth service delivery are not necessary.
The 2022-2022 Core Contract Extension requests are an option to currently funded Core partners; if an agency does not predict utilizing the additional funds, they can opt to close the contract out on 6/30/2022.
- Continuation of the extension will be contingent upon successful completion of site visits, whether virtual or in person, and correction of any action items noted during the site visit process.
- All Core agencies will be provided an additional 40 percent of funding which is equivalent to one year of a thirty-month cycle. The additional 40 percent will be inclusive of any transfer requests approved as of 12/31/2020 so as to fund at the most recent funding level.
- Programs that have been discontinued will not be eligible for a contract extension. Agencies could submit transfer requests for existing funded Core programs if needed once extension amendment is granted.
- By extending one year, it also allows for agencies to utilize their currently available awarded funds from the 2020-2022 Core cycle over an extended period of time.
All agencies and programs must complete this process, whether or not they want to request a contract amendment for a change in programming or a contract extension; there is an opt out choice for each of the amendment requests.
Requested amendments to the original Core contract should be proposed for each funded program. Agencies proposing adding a new activity in a currently funded program or an entirely new program will have to the opportunity to request a portion of their funding be delivered through a traditional grant model for expenses and services not captured by units listed in Schedule B. Programs continuing to deliver the same activities and proposing modifications to unit definition or changes to details listed in the original Core contract will continue with the use of the units of service model. If an agency only wishes to add a unit of service to an activity already included in the original Core contract or transfer funds between existing programs, the agency should submit a New Unit Request form or a Funding Transfer Request form as usual.
